COMPETENCY FRAMEWORK


In support of the PAF Leadership Development Program, a competency framework is established, which categorizes essential skills of PAF personnel into Intrinsic (personal attributes) and Extrinsic (action-oriented skills). Each category is broken down into specific sub-competencies that align with the five Levels of Effectiveness set by the PAF Leadership Framework: Basic, Proficient, Advanced, and Expert, indicating increasing mastery. The framework provides a structured blueprint to identify, cultivate, and assess the capabilities of PAF personnel, ensuring they possess the necessary intrinsic qualities and extrinsic operational skills for effective leadership, strategic thinking, and readiness in an evolving security landscape.
Intrinsic Competencies
Intrinsic Competencies are defined as behaviors formed and applied that align with internal motivations of individuals and are key to the formation of the “self” to effectively live and lead.
