EXTRINSIC COMPETENCIES
Extrinsic competencies are the outward-facing, actionable skills and technical abilities leaders use to accomplish tasks and interact with the external environment. They largely fall under Competence, representing a leader's proficiency in areas like strategic planning, policy analysis, and solutions design. While less directly tied to Character, their ethical application of these skills demonstrates integrity; similarly, they utilize Capacity by efficiently managing resources and adapting plans. Developing these practical competencies enables leaders to translate vision into tangible results, effectively engage stakeholders, and drive organizational success.
Extrinsic Sub-competencies
Stakeholder Management
Develops, maintains, and strengthens relationships while securing support, forming alliances, and managing engagement with both internal and external stakeholders who can provide information, resources, and assistance that advance PAF’s mandate.
Policy Analysis
Analyzes, designs, and develops policies or legal actions of the PAF to address a given problem or interrelated set of issues, or determines the courses of action for achieving the appropriate goals, which subsequently alter or influence the accomplishment of the PAF's mission.
Planning
Develops and documents scalable arrangements (including governance, structure, management systems, roles and responsibilities, processes, and procedures) for reducing risk and being ready for, responding to immediate or contingent scenarios, contributing to a seamless and effective plan towards a clearly defined outcome
Systems Thinking
Ability to describe, examine, analyze, and interpret interrelationships, patterns of change, in the organizational, socio-political, regional-global, and complex system levels
Solutions Focused
Ability to deliver, in context, a specific solution or innovation by defining and describing the problem as well as an architecture of a system, starting with and possibly encompassing the description of an entire system or limited only to its specific parts
