Analyzes, designs, and develops policies or legal actions of the PAF to address a specific problem or interrelated set of issues, or determines the courses of action for achieving the appropriate goals, which subsequently alter or influence the accomplishment of the PAF's mission.

Policy analysis significantly impacts a leader's intrinsic and extrinsic Character, Competence, and Capacity, with its most profound influence typically felt at the Advanced level. Intrinsically, it sharpens Character by demanding ethical judgment and impartiality, develops Competence through rigorous analytical thinking, and stretches Capacity by requiring sustained mental endurance for complex issues. Extrinsically, it hones Competence through sophisticated analysis, formulation, and communication skills, while expanding Capacity by enabling the management of intricate policy initiatives and influencing external stakeholders.

Evaluation
Assesses the appropriate steps of the policy cycle, specifically the evaluation of the broad impact and extensive outcomes of the policy with the use of clear indicators and metrics, providing clarity on complex policies, agreements, strategies, contracts, government actions, and regulations, subsequently disseminating evaluation results and facilitation of its use

Formulation

Formulates policies that govern/guide action based on identified purposes and situations responsive to the needs of stakeholders, in consonance with existing laws and regulations, and grounded on relevance and other existing
policies, reflecting the position of the PAF and the AFP

Analysis
Ability to examine the PAF policy environment, apply objective analytical skills to policy issues, and provide advice and policy options, based on the relevance of existing policies, reflecting on the position of the PAF and the AFP

 

Execution
Translates the enacted policy into action, monitors uptake and adoption, and ensures full implementation, per the regulations, guidelines, recommendations, directives, and organizational policies of the PAF

 

Appreciation
Clarifies and frames the problem or issue, and its characteristics (i.e., frequency, severity, scope, impact, etc.) in a way that lends itself to potential policy solutions
