Systems Thinking profoundly impacts leadership skills, with its most significant effects distributed across the Advanced and Expert levels. It strengthens intrinsic Character and intrinsic Capacity most at the Expert level, demanding deep ethical responsibility and vast mental endurance for complex systems. Concurrently, intrinsic Competence is most enhanced at the Advanced level, as it sharpens analytical rigor for complex problems. For extrinsic Competence, the most significant impact is at the Advanced level, through applied skills in diagnosing and designing holistic solutions. In contrast, extrinsic Capacity and extrinsic Character demonstration are most affected at the Expert level, as leaders demonstrate integrity in leading transformative system-wide changes.

Strategies for Complex Systems
Assesses and considers complex dynamic systems that change in either predictable, regular ways or in unstable, unpredictable ways, under the notion of chaos, open, and non-linear systems, and their behavior over time, wherein coherence and purposeful wholes may be perceived

Political Economy Analysis

Examines formal structures to reveal underlying interests, incentives and institutions that enable or frustrate change, as well as, the informal and formal rules that govern behavior in a market system, leading to a description of how power and resources are distributed and contested in different contexts, and the implications for development outcomes

Appreciating Complex Systems
Clarifies and frames systems in its distinct characteristics of linearity, nonlinearity, dynamic, self-organizing, and evolutionary, diverse, including uniform relationships in a way that lends itself to a practical description of the complex system

 

Analyzing Global and Regional Systems
Ability to understand and consider multiple perspectives, use critical and comparative thinking skills as well as problem-solving abilities, and be comfortable with ambiguity and change in the regional and global spheres

 

Organizational Acumen
Understands and applies existing joint, service, and AFP doctrine, concepts, functions and capabilities, and knowledge of the organization to complete the mission in line with the PAF mandate
