The PAF Leadership Development Program cultivates leadership in the Philippine Air Force through a cyclical approach based on the doctrine of the Philippine Leadership Development Framework. It employs tools to foster leadership culture and measures outcomes against competency standards, which is enhanced through the PAF training system. The program aims to collectively support warfighting capability a leadership philospophy - PAF Mission Command, refining the leadership framework with each experience.

The PAF Leadership Development Program

The PAF Leadership Development Program follows a structure that provides a comprehensive and cyclical process for developing leadership within the Philippine Air Force. It founded on the Philippine Leadership Development Framework and is supported by various Leadership Development Tools to ensure that the desired leadership culture and core values is nurtured. The outcome of the tools are measured against established Competency Standards which are further enhanced through formal training under the different training programs and leadership development projects of the organization. The entire process culminates in effective Warfighting capability through PAF Mission Command. The framework is cyclical, with the experiences from Mission Command feeding back into and refining the foundational Leadership Framework.

The Philippine Air Force Leadership Framework

PAFLF is designed to cultivate leaders capable of navigating a complex and ever-changing security environment. Fundamentally, it is built upon the PAF's core values (InSTEP) and distinctive Filipino virtues. The framework presents a progressive developmental journey across five levels. This comprehensive system is applied to all PAF personnel to ensure the organization remains a credible and capable force, driven by leaders of character and excellence.

PAFLDC developed a competency standards to set a definitive standard of leaders based on requirements of the AFP and the Desired Learning Outcomes of the PAF Training system. It employs a miltifacted approach that covers both Intrinsic and Extrinsic competencies, categorized into four levels of effectiveness: Basic, Proficient, Advance, and Expert.
